In The Tale of the Melon City, why did the subjects turn against the king?

The subjects turned against the king because they all wanted to save their lives. When the king's crown fell after hitting the arch, the king was very angry for the disgraceful situation and wanted to punish the person who built the arch so low. As a result, all people who were involved in building the arch started thinking of ways to go against the king in order to save their lives.
