How the settlement of British territories in south is different fromthe idea of Permanent settlement of British territories in the north?

In the Permanent Settlement of Bengal, the rajas and the talukdars were appointed as the zamindars of the land. Thus, zamindars were the middlemen who collected revenues from the peasants and deposited it to the Company's treasury after deducting their commission. 
Ryotwari system was introduced in South India. Under this system, the ownership rights of the land were given to the peasants. Revenues were collected by British officers directly from the peasants. In Ryotwari system, there were no middlemen like the zamindars which was the case in Permanent Settlement of Bengal.
