Some steps taken by the French to develop agriculture in Vietnam were:
- The French built canals and drained lands in the Mekong delta to increase cultivation.
- They used forced labour to construct vast system of irrigation works such as canals and earthworks. This helped them in increasing rice production and also allowed exporting of rice to international market.
- They also built infrastructure projects that helped to transport goods for trade, move military garrisons and control the entire region.
