Both Al and Fe form their respective oxides in contact with air and moisture.
But iron completely converted to rust i.e., FeO, but in case of Al it forms a layer of Al2O3 , only those part are converted to oxides which are exposed to air.
This is happening because the layer of FeO is porous so that inner Fe metal is exposed and available for further reaction to form rust.
and in case of Al the layer of oxide is non-porous that's why only the part which is in contact with the air and moisture is converted to the oxide layer, the inner Al metal is protected because of non-porous aluminium oxide.
