velocity vectors of A and B are shown in figure.
Veleocity of A related to B means the vector (VA - VB) which has magntiude 20 km/hr and
at North_East direction as shown in above figure.
 
It is given that Ship-B is at a distance 10 km from Ship-A in the direction North-East.
There are two possibilities of locations of both the ships as shown in above figure.
case(a) :- ship-A travels 6 km distance along north in 16/6 seconds.
During this time, distance travelled by Ship-B towards west is (16/6)×12 = 4.5km.
Hence nearest distance of approach is (8-4.5) = 3.5 km
 
case(b) :- ship-B travels 8 km distance along north in 16/8 = (1/2) second.
During this time, distance travelled by Ship-B towards west is (1/2)×12 = 6km.
Hence nearest distance of approach is 0 km
