In any physical quantity the percentage error is given by = modulus of power of quantity × percentage error in measurement
For given question 
Percentage error in x = 1/2 ×percentage error in a + 2×percentage error in b + 2×percentage error in c
Percentage error in x = 1/2×2 + 2×1 + 2×3 = 1+2+6= 9%
