If 10cm is "to the nearest centimetre" then the possible values are between 9.5 and 10.49999999.. cm
The maximum circumference is where the diameter is 10.499999...:
= 2 x Pi x radius
= Pi x diameter
= Pi x 10.49999999...
The minimum possible area is where the diameter is 9.5
= Pi x r2
= Pi x (half the diameter)2
= Pi x (9.5/2)2
