Yes, a body get stuck to the surface of the star if the inward gravitational force is greater than the outward centrifugal force caused by the rotation of the star.
Gravitational Force fg = GM/R2
M = 2.5 * 2 * 1030 kg
R =12 km = 1.2 * 104
fg = 2.31 * 1011 m N
Centrifugal
w= 2?v
v =1.2 rev/s
fc = mR (2?v)2
fc = m * (1.2 * 104) *(3.14)2 *(1.2)2 = 1.7 * 105 mN
Since fg > fc so body will remain stuck to the surface of the star
