why we can not fill inert gases in vandegraff generator in place of nitrogen? what happens if we creat vacuum inside vandegraff generator?

Inert gases can also be used in the vandegraff generator instead of nitrogen. And they are used because as they are unreactive gases and hence at high pressures, increase the insulating effects of sphere to prevent any charge leakage. 
 
A vacuum should not be generated inside the generator as that would mean that at high potentials, when the charge would start leaking from the metal surface, it wouldn't face any resistance and instead will move faster away from the generator. So, in short, you will end up reducing the efficiency of the generator by a great amount.
