why washing soda is a base?

We know that bases react with acids to give salt and water and the reaction is known as neutralisation reaction.
 In case of washing soda i.e. Na2CO3,reacts with acid to give salt,water and carbon dioxide.
Na2CO3(s) + 2HCl(aq)?2NaCl(aq) + H2O(l) + CO2(g)
Therefore, Na2CO3 is a base.
