Why was ZABT not implemented in Gujarat and bengal

In the Zabt system, each province was divided into revenue circle with its own schedules of revenue rates for individual crop. This system was prevalent in areas where the Mughals could carry out land survey and keep careful accounts. Bengal and Gujarat were kept out of it. In Bengal, the zamindars were extremely powerful and it was felt that the exploitation by Mughal administrators could drive them to rebellion.
