Why the things seem to be smaller when they are put in water and seen by a side ?

When placed inside water, things do not appear smaller. Infact, they appear to be enlarged.
Light from the object travels from water (denser medium) to air (rarer medium). Hence, after refraction, the light will bend away from normal.
So, the apparent size of the object will be larger than its original size.
