why is water not a non-metal whereas hydrogen and oxygen are?

Elements are classified as metals, metals and metalloids. Hydrogen and oxygen are the elements that have characteristics of non-metals and hence are non-metals. Water is a compound of hydrogen and oxygen. Hence we don't refer or classify water as non-metal.
