Why is it L/2?

Because the centre of mass of uniformly distributed rod is at its half of its length, so if you are lifting the rod we will count how much the centre of mass of the body has been shifted that's why we use l/2.
initial potential energy of the rod from its hinged point is mgl/2
after lifting is done the final potential energy is mglcosθ/2
so change is potential energy is mgl(1-cosθ)/2
