Why is fluorine given more preference in 4-ethyl-1-fluoro-2-nitrobenzene while methyl is getting preference in 2-chloro-1-methyl-4-nitrobenzene in IUPAC naming?

In both the given compounds the nitro group is the main fuctional group and should have one position.
