Why is carbon tetrachloride a non electrolyte?

in CCl4  C is attatched to 4 Cl atoms by covalent bonds so there r no electrovalent bonds n there cannot b any formation of cation or anion  .since there is sharing of electron n no electron transfer  so it is a non electrolyte
