Direction of electric field is decided conventionally by the direction of force a positive test charge will experience if kept in surrounding of the charged particle of interst. If the particle is positively charged then it will repel the test charge and direction of force is outwards. Thus electric field points away from the charge in case of positive charge & towards it in case of negative charge.
