Why horse cannot pull cart in space

When we walk on ground, friction helps us do that.
 
When we apply force on the floor, the friction provides the reaction force to move. Hence, we are able to walk.
A horse is able to pull the cart because of friction.
 
In space, there is no friction. As the horse cannot apply any force on the empty space, there won’t be any reaction force on the horse and the horse would not be able to pull the cart.
