why does the windsitter blow when a rider rides his/her two wheeler vehicle very fast?

When a motor cyclist drives fast, moving air outside the windcheater creates lower pressure outside while the stationary air inside the windcheater leads to higher pressure inside (according to Bernoulli's theorem). Larger air pressure inside the windcheater generates greater outward force on the windcheater. Hence, it gets blown up and bulges out.
