Why does the SN2 reaction depend on the concentration of both- the nucleophile and the alkyl halide?

Since the SN2 reactions are not monitered by the steric hinderance of the associated R groups in the Alkyl Halides,the pentavalent intermediate formed is due to equal concentrations of both the reactants.
