Why does the mud on the wheels of the vehicles move tangentially?

Because in a circular motion the velocity of the particle at every point is given by the tangent to the circle at any point. Now, till the point when the mud is attached to the wheel it is going under a circular motion now when it detaches from the wheel, it continues its velocity given by the wheel which is always tangential to the circular wheel.
