why does light travle faster in rarer medium and vice versa?

You can explain this by applying relativity. according to one assumption of relativity velocity of light in free space is a constant of nature and it is the highest speed one can reach.So if light were to travel faster in dense medium it would have broken the Relativity Principle which is not possible for many reasons. So it is bound to travel in lees speed.
