why carbon is a poor conductor of electricity?

As carbon is a non metals and we know that in the case of non metals the electrons are held tightly by the nucleus, thus they cannot move. So they are not good conductors. Dont forget that they also became conductors when a high energy is applied which makes the electrons move.
