Why as many as two-thirds of the Vietnamese students tended to fail in school leaving examinations held by the French colonial government?

Despite the French government promoting an agenda of modern French education in Vietnam, only a fraction of the native population was actually able to enroll in schools. Still fewer actually succeeded in passing the school leaving examination. This was largely because of a deliberate policy of failing students, particularly in the final year, so that they could not qualify for better paid jobs. Usually, as many as two-thirds of the students failed due to this policy. In the year 1925 alone, in a population of 17 million, as few as 400 passed the school leaving examinations.
