why are the quadrants in a cartesian plate taken in the counter clockwise direction ?

It's due to the convention followed in angle measurement, the angle measurement increases counterclockwise.

Of course, nothing is wrong if the angles are measured in clockwise direction, but the we can change all the developed mathematics.
