No, 2-chlorobutane will be easily hydrolysed since the reaction proceeds through SN1 mechanism. Greater the stability of the carbocation, faster is the rate of SN1 reaction. So, the 2o carbocation formed by 2-chlorobuatne will be more stable than the 1o carbocation formed by 1-chlorobutane.
