If we look at the neutral chlorine atom, it has 17 electrons whereas the chloride ion has 18 electrons.

Cl-: [Ne] 3s2 3p6
The negative chloride ion is significantly larger than the chlorine atom since the nucleus cannot hold the 18 electrons as tightly as the 17 electrons in the neutral atom.
