The French government in Vietnam wanted to educate the Vietnamese through the medium of the French language. It also wanted the natives to receive western education. However, the government also realised that educting the Vietnamese in western education would mean that they will have to appoint them in 'white collared jobs'. So most of the Vietnamese students were deliberately failed int he exams.
The Vietnamese students who wanted 'white collared jobs' did began to receve western education with French a sa medium of instruction. They believed akso began to adopt western ways of dressing and habits in order to show the people that they are modernised and hence they could claim 'white collared jobs' under the French government.
