When is the potential difference V= e+ ir?

When the cell is charged by passin external current , emf of the cell is added by potential drop across internal resistance.
Hence Terminal voltage will be ( e + i R ) , where e is emf of cell , i is the current passing through cell while it is getting charged
and R is its internal resistance
