What is the relation between the brightness of a bulb and it's power and voltage?

1/ Yes. According to Ohm's Law, V = IR, for constant V, current is inversely propotional to the resistance.
2/ Yes. A wire of higher resistance should produce more light, and it's due to "friction" i.e. frequent collisions of electrons with themselves and atoms.
