What is the Rajya Sabha? Explain its functions.

The Rajya Sabha is the Upper House of the Parliament. It is also known as the Council of States. It functions primarily as the representative of the states of India in the Parliament.
- It initiates legislation.
- A bill is required to pass through the Rajya Sabha in order to become a law.
- The Rajya Sabha reviews and alters the laws initiated by the Lok Sabha.
- The members of the Rajya Sabha are elected by the elected members of the Legislative Assemblies of various states.
- The President nominates 12 members, plus there are 233 elected members.
