In HOF, F has +1 oxidatin state.
No carbon tetrachloride (CCl4) is nonpolar. Although the C-Cl bonds are polar due to chlorine's high electronegativity, the molecule is tetrahedral, meaning the symmetry causes the dipole moment to cancel.
