what is the mechanism of decrease of current when a resistance is present in the circuit?

The free electrons are present everywhere in a circuit. Current flows when there is a source of emf that compels these electrons to move in a definite direction. Due to the presence of resistance, the electrons flow less freely. So, the current in the circuit reduces.
