what is the difference between an electrical and an electronic device?

The distinction between electrical and electronic components/ elements is two-fold. The former, like electric wires/ cables, resistors, etc. are passive i.e. they do not require a power supply for operation.
Electronic components like valves, transistors, ICs, etc. are active components. They need their own power supply for operation and also, depending on the design, may or may not provide power amplification.
