What is the criterion for classification of organisms as belonging to kingdom Monera or Protista?

Monera includes prokaryotic organisms (bacteria and blue-green algae) whereas Protista includes unicellular, eukaryotic organisms (algae, diatoms and protozoans). So the criteria for classification into Monera or Protista is the prokaryotic or eukaryotic structure of cells.
