WHAT IS REFRACTIVE INDEX , not absolute refractive index or relative refractive index?

Absolute RI is the RI of the medium with respect to the vaccum and relative RI is is with respect to an y other medium.
 
RI  shows that in different medium light travells with different speeds.
 
Light travells with maximum speed in vaccum and that is 3x108 m/s.
