Expert Answer:
The potential difference can be measured between any two points on an electric circuit.
Emf is the potential difference between the terminals of a cell if the current drawn from it is zero.
A cell is bound to have some internal resistance so when current flows there is a potential drop of Ir across the cell and V = E -Ir.
