Expert Answer
The force between the two charges can be calculated by the coulombs law. It depends on the two poit charges , the distance between them and the medium between them. The permitivity shows the dependency of the force on the medium. Means if the medium between the charges has changed the force between them will change and it is represented by permitivity.
