Valency is the combining capacity as per the electonic configuratio and group number. e.g N has valency 3 but it combines with oxygen to to form oxides like NO, N2O, N2O4, N2O5 in which the combining capacity is different, these are oxidation state. NO, N2O, N2O4, N2O5 has following oxidation state +2, +1, +4. +5 respectively. oxidation state is + or -.
