Democracy should be measured on the notions of - holding of regular free and fair elections, debates and discussions in public forum on government’s major policies and legislations and citizens’ rights to be informed about government’s activities. All these features lead to expected outcomes of democracy- formation of the legitimate, responsive and accountable government.
