Expert Answer:

It is velocity of body A w.r.t body B.

When you read the question take care to understand whether you need to find the velocity of A w.r.t B or B w.r.t. A.

Then simply replace the w.r.t with a negative sign.

eg. relative velocity of A w.r.t. B is velocity of A - velocity of B.
