Potential energy is with respect to a point. Potential energy at a point in electric field is the workdone against the electrostaic force
to bring a unit charge from infinity to that point.
 
Potential difference is with respect to two given points .
Potential difference between two points is the difference of potential energy between those points
 
Potential difference between the two given points is the workdone to move a unit charge between these two points
