The equilibrium position in springs is the mean undisplaced position, or the position of spring when it is unstretched.
When a spring is stretched by some distance and released, it gains velocity due to restoring force and this velocity is maximum at the equilibrium position. After it crosses the equilibrium position, its velocity keeps on decreasing till the other extreme just like a pendulum.
