  1. Should be a citizen of India,
  2. Should have completed 35 years of age at the  time of contesting the elections,
  3. Should be qualified for election as a member of the Council of States
  4. Should not hold any office of profit under the Government of India or Government of any State or under any local or other authority subject to the control of any of the said Governments.
