When we stand on the floor,we exert a force on it.According to Newton's Third Law , every action has an equal and opposite reaction.Hence, the floor exerts an equal and opposite force on us.This reaction is what is measured by the weighing machine.Hence it is not measuring the mass but the weight.The weight may vary under different conditions but the mass remains constant.
