Water is slowly coming out from a vertical pipe. As the water descends after coming out, its area of cross section decreases. it implies that its speed increases. is it so because of acceleration due to gravity since the pipe is verically placed??

yes it is due to that reason.
But anither very important factor is that the drom shapes itself in an aerodynamic way to reduce the air friction
