An air gap is completely insulator i.e. very high electrical resistance ≈ 109 Ωm, since it consists of molecules of oxygen and nitrogen. There are no free electrons. However, application of very high potential ionizes air and it becomes conducting, the potential gradient required is 3x106 V/m.
