Actually this is a wrong way to look at the concept of equilibrium.
Let is first see what exactly equilibrium means: It is a state where the initial state of motion of a body remains as it is. Either at rest or at uniform motion. This means that the net force on a body at equilibrium is 0.
Hence the condition of equilibrium would be when the net force is zero and not how many forces are needed.
