Mot ion with constant velocity means that the net force acting on box is ZERO. So the applied force and frictional force are balancing each other.

F = μS mg , just when the box begins to move.

Here, the frictional force is FS is less than or equal to  μS mg     where   the coefficient of static friction is μS   

and mg is the weight of the box.
