Newton's 3rd law of motion states that to every action , there is an equal and opposite reaxtion.

Thus, force always exists as a pair. Action acts on one body, while reaction acts on the other.

eg. while swimming, the swimmer pushes the water in backward direction with some force and the water exerts equal and opposite force on the swimmer in forward direction and hence moves forward.
